Consultation on alignment of NCEA standards with New Zealand Curriculum
The Ministry of Education, in association with the New Zealand Qualifications Authority (NZQA) and national subject associations, is reviewing all curriculum-derived standards to ensure alignment with the New Zealand Curriculum (2007), and to address issues of credit parity and duplication.
Consultation has begun on the newly aligned draft level 1 standards developed by subject associations, and draft subject matrices for levels 1-3 showing how the standards fit together. Consultation will take place later this year on the draft Level 2 and 3 standards.

The draft standards, and matrices, were designed on the basis that all Curriculum-derived standards should be achievement standards and that no more than three standards should be assessed in a three-hour examination.
Consultation is also being carried out on proposals to develop specific Literacy and Numeracy unit standards that align to the Adult Literacy and Life Skills (ALL) levels.
These standards would be unit standards as they are designed to be available to all potential learners - including those involved adult education, tertiary study, or vocational training.
It is proposed that up to 20 credits from these standards would then be eligible to be credited to NCEA Level 1, providing students with a pathway onto the National Qualifications Framework.
Additionally, an alternative pathway to gaining literacy/numeracy requirements for NCEA Level 1 would allow recognition of students' literacy and numeracy skills through their achievement in a wider range of curriculum subjects (such as English, history, mathematics, geography, technology, science, and others).
To maintain the transparency of the NCEA system, students' result summaries would show the number of credits gained through achievement and unit standards and indicate which credits contributed to meeting the literacy and numeracy requirements. These summaries will ensure that the different pathways to achieving Literacy and Numeracy requirements are able to be easily recognised.
